Is there a rule of thumb as to how far I can expect the used car dealer to drop his price after haggling?
Many used car dealers want $14,999. for an 08 chevy van in good cond. with low to average miles. How do I walk away knowing that I got an excellent deal? Are ther any web sites that would answer this?

search for what you want and don't put a restriction on the mile away from your house. search the country for the best possible price for what you want and find a similar model at a closer dealership and don't settle for anything but the price of the best deal you've found. and don't feel bad about saying no and walking out. if they want to sell the car they will work with you. if not then someone else will.
